Notice of Port Fee Increase

We continue to work diligently to ensure your product is moving around the world during this most difficult time in the supply chain. Extreme congestion is occurring at all ports around the world, especially Long Beach. The Ports of Los Angeles and Long Beach under the direction of the Biden-Harris Supply Chain Disruptions Task Force have implemented a “Container Excess Dwell Fee”. This surcharge went into effect November 1st, 2021, and excess dwell penalties will begin November 15th, 2021. These ‘Dwell penalties” may negatively impact your landed cost.

Containers which are to depart LA/Long Beach via truck and rail which dwell at the port for longer than 6 (for rail – Intermodal import loaded container) or 9 (departing the port via truck – Local Imported Loaded Container) will have the following additional costs added.

We recognize these situations are outside of your, as our client’s, control. They are almost completely out of our control as well. The charges are being passed thru from the Port to the clients. We are frustrated by this because we believe the unintended consequence is that the party with the least amount of leverage to affect a result is being penalized. These charges will apply even if the delay is due to the port or the carrier or the railroad’s inability to accept the containers for movement from the port.

We will continue to work with our partners to mitigate the additional expenses to the best of our ability. If these costs are incurred on your containers, we will invoice you as a separate line item for these Dwell Time Penalty LA/LB. Please do not hesitate to contact us if you have questions.
